Resolution of the Cabinet of Ministers No. 1487 stipulates that military registration and service of summons applies to all citizens of Ukraine of conscription age, including internally displaced persons. 

 The procedure for taking internally displaced persons into the military register

After changing their place of residence, internally displaced persons must report to the territorial recruitment and social support center for a new residence permit and register for military service within 7 days.

In the event that citizens have moved from the temporarily occupied territories of Ukraine, personal primary and personal military registration is carried out after taking them to the register of IDPs and to the military register at the local TCCSP.

 What documents are needed

The following documents are required for military registration:

  • Application, passport, military card or temporary certificate of conscript.

  • Persons released to the reserve must also provide a service record card and a military unit prescription.

  • Persons released due to health or family circumstances must add a certificate of illness and other documents confirming the legality of early release, decisions of military medical commissions regarding fitness for military service in peacetime or wartime.

The loss of any document does not exempt a citizen from a visit to the Military Commissariat.

Failure to arrive at the TCC in such a case is defined as a violation of the law.

Therefore, you need to contact the procurement center and provide data on registration as an IDP.

In case of violation of the rules of military registration of displaced persons, the law provides for criminal and administrative liability

Delivery of summonses to internally displaced persons

IDPs can also receive a summons in any public place, at work, and on the street, at checkpoints.

They have the right to check the credentials of the official and make sure that all actions of the authorized person comply with the legislation of Ukraine.

Persons serving summonses must have a relevant order from the head of the TCC with the names of persons to whom summonses are served.
