"The quiet announcement of an alternative capital is probably a tacit admission by the Russian system that its forces are unlikely to capture the previously planned main targets in the near future," the report said.

It should be noted that the Zaporizhia region is one of the four regions that dictator Putin annexed as part of the Russian Federation on September 30, 2022.
