The document states that the Russians are widely and systematically using torture against persons detained in the temporarily occupied territories of Ukraine and in Russia itself.

"Particularly cruel torture was used against factors or former servicemen of the Ukrainian Armed Forces and persons connected with them, including their relatives," the report says.

According to the commission, the Russians also tortured local officials, law enforcement officers, employees of the Zaporizhzhya NPP, and civilians with pro-Ukrainian views.

"Torture was usually combined with long interrogations. The victims were often handcuffed or handcuffed, their feet tied, their eyes covered with a hood or tied with a ribbon, bags or other items were put on their heads," the commission said.

Former Ukrainian prisoners of war said that the Russian authorities called them "Nazis", "fascists" and "terrorists" and forced them to undergo "denazification sessions", which consisted of brutal beatings.

In addition, the victims talked about being beaten with butts or batons, using electric shockers, rape and staying in the cold for a long time.

And in some cases, "torture was accompanied by executions."

The commission also found that additional torture methods were used in territories long under Russian control and in more permanent places of detention.

"One such method was electrocution using a military telephone known as a tapik connected to an electrical cable with clamps on the men's legs, fingers or genitals. The attackers called this a 'call to Lenin' or a 'call to Putin,'" it said. in the report.
