The judgment pointed out that according to the election and strike law, the key points of printing, distribution and storage of public official election ballots, the election bulletin is printed in black and white, and the photos of candidates and political opinions do not need to be designed with patterns or colors, and the ballots do not need to be printed in color or Therefore, even if the election bulletin is not printed in color or does not print Braille identification symbols, there is no way to determine that the conduct of this election is illegal.

Moreover, the Election and Rejection Act has expressly allowed people with disabilities to vote to assist them in voting to protect disabled voters. Therefore, Braille identification symbols are not printed on ballot papers, and there is no way to determine any illegality.

In response to Huang Hongcheng's claim that the election bulletin and ballot papers are not printed in color, it has violated the freedom of speech and the right to equality guaranteed by the Constitution.

The court held that the expression of political opinions by candidates is not limited to the election bulletin, and can also use leaflets, banners, literature and media to convey political opinions. The election bulletin and ballot papers are not printed in color, which is a consistent standard for all candidates participating in the election. There is no differential treatment and it complies with the provisions of the Constitution.
