[Reporter Wang Dingchuan/New Taipei Report] In 2019, a 48-year-old man surnamed Huang was fined 90,000 yuan for refusing a drink test. He was slapped in the face by a police officer in court. He was transferred for execution because he only paid 5,000 yuan. It was not until his home was sealed up by the New Taipei Branch of the Administrative Enforcement Administration that he quickly contacted the clerk to pay off the remaining 85,000 yuan.

The New Taipei Branch pointed out that at 1:11 p.m. on February 6, 2019, Huang Nan was fined 90,000 yuan by the traffic accident ruling of the New Taipei City Government for refusing to take a drink test while riding a motorcycle on Xianmin Avenue in Banqiao District. On the one hand, he paid 5,000 yuan in installments to the Traffic Accident Adjudication Office. On the other hand, he filed an administrative lawsuit, but he only paid one installment after the verdict was finalized. In February this year, he was transferred to the New Taipei Branch Office for enforcement. The house and land were available for execution, and the New Taipei Branch Office first sent a letter to entrust the land administration agency to handle the sealing and registration to preserve the creditor's rights.

In March of this year, Huang Nan went to the New Taipei Branch Office in person and told the clerk that he started drinking the night before the incident, and drank until around 3 or 4 in the morning the next day. He was looking for his wife and children. When he first arrived at the building, he was stopped by the police for interrogation. During the interrogation, the police smelled alcohol on his body and asked for a sobriety test. He claimed that he was only sitting on the motorcycle and did not ride the motorcycle. Therefore, he refused the alcohol test and filed an administrative lawsuit.

However, during the trial, the police officer submitted evidence-gathering videos to prove that Huang Nan was indeed riding a motorcycle at that time. The judge also determined that Huang Nan turned off the engine and got off about 50 meters in front of the policeman, and walked into the building quickly; Huang Nan went to the New Taipei Branch. Secretary Shu admitted that he judged that the alcohol had not completely subsided at that time, and he refused the alcohol test because he was worried about leaving a drunk driving record. Before paying in installments, because he was busy for a while, he forgot to pay on time. He didn't rush to bring cash until the house was seized. Come and pay off the remaining fines.
