The frequent interruptions and the deteriorated quality of the heat supply to the customers of "Heating - Gabrovo" since the beginning of the heating season are the result of accidents in the generating capacities and the heat transmission network.

The unplanned shutdown of these capacities led to the suspension of the supply of thermal energy to the company's customers.

Improving the quality of heat supply can be achieved by investing in the heat source, renewing the heat transmission network and replacing outdated subscriber stations.

These are part of the conclusions in the report of the extraordinary inspection of "Toplofikatsia-Gabrovo" EAD, which was adopted today at a meeting of KEVR.

The document and on-site inspection was ordered by the Chairman of the Commission in connection with reports published in the media about the poor quality of the heat supply.  

The main subject of the inspection was the fulfillment of the license obligations of "Toplofikatsia-Gabrovo" EAD, incl.

clarification of the reasons for the problems with the quality of the heating service during the period 01.11.2022 - 20.01.2023. For this purpose, data, technical documentation and information on heat supply interruptions, number of affected customers and received complaints, subscriber stations with broken heat supply, informing customers, etc. 

In the KEVR report, it was established that no investments were planned in the company's business plan in 2022, and no investments were made.

Toplofikatsia-Gabrovo cited the lack of financial resources as the reason for this.

No investment has been made in the plant's heat source, which would increase the efficiency of heat and electricity production and reduce the probability of accidents.

There is a serious non-implementation of repairs to the heat transmission network - only 29.5% of the planned ones.  

As a result of the accidents that occurred in the heat source, the heat transmission network remained unheated, which is the reason that during the period 01.11.2022 - 20.01.2023, customers in the town of Gabrovo did not receive a quality heating service.

Another main factor for frequent interruptions in heat supply is the poor condition of the heat transmission network.

Of the 21 heat supply interruptions registered throughout the period, 16 were the result of network failures.

They led to a shutdown of heat supply to certain areas, which affected a part of the consumers.

Another 5 outages were due to damage to the heat source, which impaired the quality of the heat supply to all customers.

The Commission's conclusion is that the unrenovated heat transmission network puts the security and continuity of the heat supply at risk.  

During the inspection period, the total number of complaints related to the quality of the heat supply was 12.

In all 21 cases of outages due to an emergency stop of the transmission of the network or the generation of heat energy, the heat supply to the customers was restored in a period of less than 48 hours, which is in line with the requirements of the quality indicators.

For this reason, "Toplofikatsia - Gabrovo" EAD has not violated the conditions of the issued license for the activity "transfer of thermal energy".  

Regardless of the fact that the heat supply interruptions were for a period of less than 48 hours, during which the company did not owe a penalty payment to its customers, "Toplofikatsia - Gabrovo" EAD took measures to compensate all consumers - with 20% per m December and 30% for January.
