He wrote about this in Telegram, commenting on the statement of the Commissioner for Human Rights in the Russian Federation, Tetyana Moskalkova, about the alleged "daily discussion with Lubinets about the return of civilians."   

"In general, the content and tone of the recent statements of the Russian side have little to do with the comprehensive implementation of the agreements reached during the meeting of the Commissioners in Ankara, in particular, regarding the return of civilian hostages and the repatriation of seriously wounded and seriously ill prisoners of war. Despite the fact that the parties managed to exchange lists of prisoners of war and transfer a large list of civilian hostages held captive by the Russian Federation. Currently, I note the delay in the implementation of the agreed plan on the part of the Russian Federation," Lubinets explained.
