[Reporter Xie Junlin/Taipei Report] DPP legislator Guo Guowen conducted a general policy inquiry on Taiwan's semiconductor policy today (7).

He said that Japan is actively seeking TSMC to set up a second factory in Japan, and TSMC's going to Japan to set up a factory should be linked with Taiwan's accession to the "Comprehensive and Progressive Agreement for Trans-Pacific Partnership" (CPTPP). The policy has specific actions for Taiwan to support the CPTPP.

The Legislative Yuan will continue to invite Executive Premier Chen Jianren to lead the heads of various ministries and commissions to conduct a general policy inquiry today (7).

Guo Guowen pointed out that Japan is actively seeking TSMC to set up a factory in Japan, which has caused disputes such as Taiwan TSMC's de-Taiwanization and advanced technology will be brought to Japan.

He suggested that the Ministry of Economic Affairs should quickly communicate with Taiwan's semiconductor factories, and not report to the government after the industry decides to set up factories.

He also suggested that TSMC's going to Japan to set up a factory should be linked to CPTPP.

For example, in Taiwan-U.S. relations, after the "U.S. Pig Referendum" was passed, not only has the Taiwan-U.S. 21st Century Trade Initiative progressed recently, but it has also been reported that this year it is expected to achieve the goal through a BTA-like model; in terms of Japan, Taiwan has opened up Fukushima Foods. Afterwards, negotiations on Taiwan's accession to the CPTPP have not progressed so far, but Japan is a suitable member state to start informal negotiations, and should be able to make more efforts here.

In this regard, Minister of Economic Affairs Wang Meihua said that Japan has always been very supportive of Taiwan's membership, but Guo Guowen believes that he has heard about Japan's support for two years, but has not seen specific actions. He hopes that the Ministry of Economic Affairs can communicate with TSMC's senior management and will go to Japan. Set up the second factory as a bargaining chip to make substantial progress in striving for Taiwan's accession to CPTPP.

Guo Guowen emphasized that TSMC, Tokyo Power, Asmol and other major semiconductor manufacturers are all located in Nanke, which is his constituency. He called on the government to not only ensure that there is no shortage of production areas such as land, water and electricity, but also life functions related to talents. The central government should look at it from the highest national strategic point of view, and plan the development of Nanke as a special zone, including the planning of MRT, highways and living function construction, which must keep up with the population growth rate.
