The Tainan District Prosecutor's Office pointed out that the 10 people who were prosecuted are the chairman and deputy speaker Qiu Lili, Lin Zhizhan, Guo Zaiqin, former executive member of the Democratic Progressive Party, Yang Zhiqiang, consultant of the Tainan City Non-Party Solidarity Alliance, city councilor Li Wenjun and his friend Huang Yiping, and the director of the Fisherman's Association in Tainan City. The prosecutor pointed out that although there were twists and turns during the investigation of this case with the Municipal Mediation Office, six people including Guo Zaiqin, Yang Zhiqiang, Huang Yiping, Lin Shijie, city councilors Li Wenjun, and Huang Lizhao were successively detained.
