Rubin, who was an official under former U.S. President Bill Clinton and worked in the media, joined the Center for Global Engagement six weeks ago.

"This well has been poisoned with disinformation from China and Russia - poison in it," he said.

Rubin said his goal was not just to passively refute Russian and Chinese disinformation about Ukraine, but to be aggressive, calling on countries not to harbor those who have been exposed for spreading disinformation.

He claims Russia and China spend billions of dollars trying to manipulate information, but says Beijing operates globally and spends more than Russia.

He told reporters: "Our country and the West as a whole have been slow to respond. It can be reasonably judged that what we are facing is a very, very major challenge. In the field of communication, China and Russia have almost completed their alliance."

China "is repeating and spreading the Russian narrative that NATO started this war," Rubin said.

Rubin also said the reduction of staff at the BBC's international service, World Service, would not help in the fight against disinformation.

He said: "The integrity of the BBC is a great asset in the Western world. If we want to combat the threat of disinformation from China and Russia, we need alliances and solidarity, joint division of labor, and joint actions like before, and the BBC is indispensable."

Rubin acknowledged that the fight against disinformation has indeed suffered setbacks. "Some countries in the southern world simply don't recognize that this is an invasion, let alone choose which side to take."
