This is stated in a joint study of the OONI (Open Observatory of Network Interference) organization and the "Roskomsvoboda" project.

The main initiator of the majority of blockings related to the "discrediting" of the Russian army was the Prosecutor General's Office of the Russian Federation, because according to its decision, access to websites can be restricted bypassing the court process.

Including last year, the website of the Russian service of Radio Svaboda, which was one of the first to be censored, was blocked.

In total, for 2022, almost 250,000 resources were blocked in Russia for various reasons, while the number of blockings increased sharply by the end of 2022: while in the first 11 months, the authorities blocked an average of 19,400 sites, in December a record 34 were banned. 2 thousand resources.

According to researchers, the following categories of sites were most often blocked:

  • websites of Ukrainian and other foreign media,

  • anti-corruption investigations and resources,

  • VPN services,

  • sites with "leaks" of personal data of Russians,

  • LGBTQ-themed services, sites with anime, music and clips, as well as games that mentioned the war in Ukraine.

In 2022, more than 3,000 Internet resources were blocked in Belarus.

In 2021, the Ministry of Information included 684 materials in the national list of "extremist materials" based on 420 court decisions.

In 2021–2022, according to the statements of the Ministry of Internal Affairs, the information products of 778 Telegram channels and other Internet resources were recognized by the courts as extremist materials.

More than 300 Telegram channels and chat rooms are recognized as extremist formations.

More than 160 Telegram channels and chats have been suspended.
