There are two points of contention in today's hearing: 1. 2. Whether it should be transferred to the Taichung City Government.

According to the investigation report of the Party Industry Association, in 1985, the Taichung City Government allocated a 35 million yuan "relocation subsidy" to the public service agency, so that the Kuomintang could purchase "organizational land" from the city government to build the Taichung City Party Headquarters. Qiu Dazhan explained that this involves land rezoning, which is not handled according to general property, but a fund established according to the Equal Land Title Act, which is a special fund and is not subject to the property regulations of the city government.
