The themes of Russian President Vladimir Putin's speech before the Federal Assembly on February 21 will depend on the situation at the front, and in the event that the offensive of the occupiers is impossible, the head of the Kremlin can declare that "the goals of the special operations have been achieved."

Abbas Galyamov, a Russian political technologist, political scientist, publicist and Putin's former speechwriter, declared a foreign agent in the Russian Federation, expressed this opinion in an interview with TSN.ua.

"The content of his speech will not be determined by the findings of speechwriters, not by his own thoughts, but by the capabilities of the Russian army. If it can advance, if there is a chance to increase the territories that Russia controls, it will advance. Then, accordingly, these will be speeches in the spirit of "wind up, disperse ". And

if the army cannot advance, then most likely, he will already say that "the goals of the special operation have been achieved"

 and it is time to conclude a ceasefire agreement, sit down at the negotiating table, and shape a new reality.

"Now the main limitation of what Putin can say, objectively, is the Armed Forces. And Putin cannot do anything about him, he has already broken all his teeth against him," the political scientist emphasized.

He also did not rule out that, against the background of Russian provocations in Moldova and Romania, Putin may mention in his speech the alleged plans to go further than Ukraine.

However, these words will not be backed up by actions.

We will remind, on February 21, Putin will deliver a message to the Federal Assembly of the Russian Federation.

And on February 22, a rally-concert is planned for the anniversary of the invasion of Ukraine at Moscow's Luzhniki Stadium.

According to the deputy head of the Office of the President of Ukraine, Mykhailo Podoliak, in his speech, Putin will complain that "not many Ukrainians were killed" during the year, and will state that in fact it is the Russian Federation repelling an enemy attack.

According to British intelligence, the Russian president's message may cover such issues as social support for those mobilized and their families.
