PARLIAMENT has been told that some of the by-laws are flawed and has given 60 days for them to be amended.

The Chairman of the Parliamentary Standing Committee on By-laws, Dr. Jason Rweikiza said the Parliament is determined that the authorities that made by-laws that are in conflict with the provisions of the Mother Law and other laws of the country should amend those by-laws within 60 days to remove the flaw.

Dr. Rweikiza said this in parliament in Dodoma yesterday while presenting the annual report of the committee's activities for the period from February last year to January this year.

"Parliament resolves that the authorities that made by-laws that were found to be flawed in not observing the principles of good law writing, correct the flaw within 60 days from today (yesterday) to bring productivity to the users of those laws," he said.

Dr. Rweikiza also said that the Parliament resolves that the authorities that enact by-laws that are found to have unrealistic conditions, should make amendments within sixty days from today (yesterday), in order to conform to reality and simplify its implementation.

"Parliament resolves that the authorities that have been found not to implement the resolutions of the Parliament should implement those resolutions within thirty days from today and submit information on its implementation during the Committee meetings in March, 2023," he said.

Dr. Rweikiza explained to the MPs that 13 by-laws have provisions that conflict with the Constitution and another 10 have provisions that conflict with the mother law and other laws of the country.

He explained to the Parliament that 27 by-laws have errors of not being compatible with the principles of writing.

"These mistakes are intentional such as not referring to the correct articles, referring to articles that do not exist, incomplete by-laws due to the absence of some important legal elements to complete the relevant law," said Dr. Rweikiza. He said 12 by-laws set unrealistic conditions that will create challenges in its implementation and by-laws 15, there are errors in the contents of the tables that differ from the articles that establish them or errors in the incompleteness of the tables or the introduction of non-existent tables or the absence of tables.
