Qiu Xianzhi pointed out that after the Spring Festival he received complaints that a director of a National Security Council wanted to take his family abroad during the Spring Festival, but because of the gap between the time of departure and the time of approval, he had a dispute with the on-site personnel during the customs inspection.

The executive was approved to leave the country from January 22 to 26. However, the Malaysia Airlines flight MH69 he purchased was scheduled to take off at 0:15 am on January 22, so he had to leave the country late the night before.

Qiu Xianzhi said that at this moment, the head of the border affairs brigade of the Immigration Department happened to pass the inspection. He boarded the plane at 23:40 on January 21, and asked the on-site personnel to enter his exit information into the computer after the next day until the 22nd.

Qiu Xianzhi said that after receiving the complaint, he confirmed the facts with the National Security Council and the Immigration Department one by one. The National Security Council’s political office responded that the high-level executive had not been released until the date of approval for departure. With assistance, he boarded the plane at 23:40 on the 21st. It took off at 0:15 on the 22nd.

The Immigration Agency responded that the border team confirmed that the high-level executive had applied for approval for this departure, which complied with the provisions of Article 26 of the State Secrets Protection Law, so the person concerned was asked to wait in the waiting room and not leave the country until the early morning of the 22nd.

Qiu Xianzhi criticized that both agencies avoided the most critical issue, that is, the date of departure was clearly approved on January 22. Why did they pre-stamp the next day's exit stamp on January 21 the night before to allow them to leave the country?
