In Ukraine, the list of documents for traveling abroad during martial law has been changed.

More references are needed from now on.

From the list of documents that allow men of conscription age to leave Ukraine, a certificate of disability issued solely based on the conclusion of a medical and social examination was removed.

Now at the border it is necessary to provide an additional certificate confirming the correspondence of personal data with the diagnosis.

This is stated in the resolution published on the website of the Cabinet of Ministers.

It is worth noting that the relevant norm for persons with disabilities is not an innovation at all, but has been in effect since November 2022.

The reason for the changes was the fact that the certificate does not contain personal data that can identify a person.

Therefore, a Ukrainian who has a registered disability can leave the country until the end of martial law.

But for this he must provide one of the specified documents:

  • a certificate confirming the relevant disability;

  • a pension certificate or a certificate confirming the appointment of social assistance;

  • a certificate of receipt of benefits of a person with a disability who is not entitled to a pension or social assistance, in a form approved by the Ministry of Social Policy.
