First of all, I want to greet the President of Romania.

He came to Azerbaijan on an official visit and I thank him for his participation in today's important event.

This once again shows that Romania pays great attention to energy security issues and our future common steps will be taken as a result of coordination between our strategic partner countries.

I especially want to thank Commissioner Simson for her continued support of all our initiatives and for being a very active co-chair of the Southern Gas Corridor Advisory Council meeting and contributing to the successful implementation of this important project.

We are meeting today for the ninth time, and of course we have to talk about many issues, as we usually do, we have to review the work done and most importantly, we have to plan our future steps.

A lot has changed in the world since the eighth meeting of the Southern Gas Corridor Advisory Council.

That meeting was held here a year ago.

The world has changed, energy security issues are becoming more and more important for every country, and as we usually say in meetings, energy security is really a matter of national security.

When it comes to building new routes and attracting new resources, all this has been done through our joint efforts, and now it seems more important than ever.

It's good that we did everything on time, we didn't waste time.

Although there were some delays in the implementation of the Southern Gas Corridor project, we were very committed to its completion as soon as possible.

And now we are already talking about its expansion.

The Southern Gas Corridor opened a little over two years ago.

Today, we are already considering the expansion of TANAP from 16 billion cubic meters to 30 billion cubic meters, and we are talking about the expansion of TAP from 10 billion cubic meters to 20 billion cubic meters.

This shows that there is a great need for an alternative source of energy.

This demonstrates the need for continuous diversification of energy supply.

We are ready for it.

Therefore, all the work done by our joint efforts in previous years is under our authority today, and our staff is growing even more, today we have more flags and distinguished guests in this hall.

Last year there were several important events.

This demonstrates our overall commitment to energy security.

First, I would like to mention an important document.

That document is the Memorandum on Strategic Partnership in the field of energy signed by Mrs. Ursula von der Leyen, the head of the European Commission, and myself in Baku last July, and it is actually a clear road map for our future plans.

We plan to double our gas exports to Europe by 2027, and this is possible because we have the resources.

We have mutual political will and a very high level of trust.

One of the important factors for the successful implementation of the Southern Gas Corridor project is, of course, apart from the technical and sometimes political issues that need to be resolved, a high level of mutual trust, and I would call it mutual solidarity.

In this case, if someone needs something, we try to provide support immediately.

I believe that this is a good spirit of partnership that will guide us in the future.

Especially now, as part of the Southern Gas Corridor Advisory Council, we will first hold the Green Energy Advisory Council.

Another important event was the opening of the interconnector between Greece and Bulgaria.

This was due to the Southern Gas Corridor project and to some extent its diversification, which ultimately made it possible for us to start supplying our natural gas to Bulgaria.

We also intend to expand the corridor to neighboring countries through this expansion and interconnectors.

Of course, December was very important for energy security because two important events took place.

First, we have signed an agreement on gas supply to Azerbaijan and Romania, and the gas supply will start soon.

Thus, Romania joins the group of countries participating in the Southern Gas Corridor, and we also signed the Green Energy Production and Transmission Agreement between Azerbaijan, Georgia, Hungary and Romania.

This will open a new page of sorts in energy security, which will create additional collaboration opportunities for our efforts.

In short, these were important events.

If we talk about this year, in January we signed a Memorandum of Understanding between Azerbaijan and Hungary in the field of gas supply, and thus the number of countries that are members of our team is increasing.

All this was possible, first of all, due to close political relations with the involved countries, active coordination and effective leadership of Azerbaijan in these initiatives with the European Commission.

It also demonstrated the energy dialogue between the European Union and Azerbaijan that has been launched and formally framed.

That dialogue includes natural gas, electricity, hydrogen and green hydrogen.

I think this is a very rare and efficient format of our cooperation.

Immediately after the Memorandum of Understanding signed with the European Commission on increasing gas supplies to Europe, we started working actively to create additional opportunities to supply more gas from Azerbaijan.

Currently, in addition to the production we expect this year from the new fields, as well as increasing production at the existing "Shahdeniz" field - which is definitely happening - we are also working on energy efficiency in the country.

We are working on a loss reduction program, including a domestic consumption program based on a combination of electricity and natural gas.

Thus, we will save more on the natural gas used in the production of electricity in Azerbaijan for the purpose of export.

Natural gas exports are increasing - in 2021 it was about 19 billion cubic meters, and last year it was 22.6 billion cubic meters.

We expect it to be 24.5 billion cubic meters this year.

This means that the Memorandum of Understanding with the European Commission is successfully implemented.

We are not only increasing production, including exports, but also expanding its geography.

I am sure that the countries that have joined the project are already seeing and will see its benefits today.

Also through other links and potential interconnectors we will be able to connect more countries in Europe to this project.

Regarding natural gas resources, I have already stated many times that natural gas resources will last us and our partners for at least 100 years.

Of course, we are looking to the future, and today will also be the first meeting of the Green Energy Advisory Council.

The team is relatively small - there are only 4 countries.

Although there are only four participating countries in our team today, this number has the potential to grow, as we believe that not only governments, but also companies will be interested in participating in this important initiative.

At the first meeting of the Consultative Council, conceptual issues must be resolved: how we will organize our activities, what will be the responsibility of each participating country, how will private companies be involved - will it be a consortium of companies, or will each participating country take responsibility in its own sovereign territory? will he do the job himself?

All these issues need to be discussed and agreed upon.

Because the issue is not only with the production of renewable energy on land and sea deposits in Azerbaijan, or with the construction of a new transmission power line to our border with Georgia.

Therefore, we need to plan properly and know who can be potential investors.

Of course, we hope to continue our cooperation with international financial institutions.

I would like to take this opportunity to express my gratitude to the governments of our partner countries.

These countries are Turkey, Georgia, Greece, Bulgaria, Albania, Italy and our new partners Romania, Moldova and Hungary.

Special thanks to the European Commission for its continued support and excellent leadership.

I would also like to express my deepest gratitude to the governments of the United States and Great Britain.

Because they have continuously supported our initiative, as well as provided a strong foundation for extensive cooperation, including investment and financial opportunities.

The companies participating in this process, especially SOCAR and BP, are two leading companies that have established strategic relations with each other.

These relations will continue for at least 30 years.

Today, there are also leading financial institutions with representatives among us.

These are the World Bank, the European Bank for Reconstruction and Development, the European Investment Bank, the Asian Infrastructure and Investment Bank, and the International Finance Corporation.

That is, all leading financial institutions are with us.

We hope that we will continue our effective cooperation in the field of renewable energy.

Today, we are implementing two investment projects related to the production of solar and wind energy in Azerbaijan together with investors such as "Masdar" and "ACWA Power".

The total volume of these projects is 470 megawatts.

We will also soon start a project with BP.

It will be a 240-megawatt power plant to be built in the territory of Jabrayil district, liberated from occupation.

That is, only 710 megawatts.

If everything goes according to plan, in about a year or a year and a half, we will produce this amount of renewable energy.

This will allow to save hundreds of millions of cubic meters of gas for export purposes.

Regarding our plans for renewable energy, in addition to what I have already mentioned, we have so far agreed and signed memorandums of understanding with three major energy companies.

According to them, 25 gigawatts of renewable solar and wind energy will be produced both on land and at sea.

10 gigawatts of this volume will be produced by "Masdar" company and 12 gigawatts by "Fortescue" company.

"ACWA Power" company will undertake the production of 2.5 gigawatts of energy in addition to the agreement signed at today's ceremony and currently being implemented.

This is indeed a huge potential.

As for the electric cable that will be laid on the bottom of the Black Sea, it is required to build our work plan in stages and in relation to the conditions of Europe.

It is also necessary to identify our potential cooperation opportunities on a wider scale on the European continent.

I am sure that Romania and Hungary will not be the last places to adopt green energy.

Azerbaijan also has a huge green energy potential.

This is already a confirmed fact.

The potential of wind energy in the sea alone is 157 gigawatts, the potential of wind and solar energy on land is 27 gigawatts, and in the lands we liberated during the Patriotic War more than two years ago, it is about 10 gigawatts.

We have also identified a large renewable energy potential in the Nakhchivan Autonomous Republic.

Currently, negotiations are underway regarding the possibility of building a 500 megawatt solar power plant.

I think this potential will be more.

That is, these are the possibilities that we currently have.

We have good success with gas distribution.

We have signed an agreement on green energy.

We also need to create efficiency-enhancing interactions between natural gas and renewable energy opportunities, and do so within a single package.

We have a strong political will and, of course, a successful history of our activities.

All the projects we implemented in different formats and with different countries - whether the Baku-Tbilisi-Ceyhan oil pipeline, the Baku-Tbilisi-Erzurum gas pipeline, or the Southern Gas Corridor - have all been successful.

I am sure that our future plans for both natural gas and renewable energy production on the European continent will be successful.

For this, we need to continue our work as a team and support each other continuously.

I am sure that at our next meeting in Baku next February, we will talk about our new achievements.

First of all, I would like to thank you for the opportunity to speak at such a prestigious annual meeting dedicated to the Southern Gas Corridor.

I am pleased and honored to be here with you today.

This is already the sixth participation of Romania.

I would like to express my special thanks to President Ilham Aliyev for inviting and receiving us to Baku.

The Southern Gas Corridor, put into operation two years ago, has undoubtedly proved its strategic importance in Europe's energy security.

We applaud the efforts of all those who have shown their wisdom, political will and determination in making the corridor a reality.

The corridor is especially important now.

Because Russia's aggressive war against Ukraine has changed the geopolitical situation dramatically.

In this regard, and especially if we are talking about energy security, it is so.

In this regard, the European Union and its member states have taken decisive steps to drastically reduce dependence on unreliable gas supplies.

Because the geopolitical value of that gas supply is simply too expensive.

This strategic course towards reliable partners like Azerbaijan has been encouraged by Romania for a long time.

Since 2009, we have seen the benefits of the strategic partnership between Romania and Azerbaijan together.

The answers to Europe's energy questions involve solidarity, regional cooperation, diversification of sources and transport routes.

Because the principles surrounding projects such as the Southern Gas Corridor consist of these.

Ladies and gentlemen, in 2022 we face unprecedented energy challenges.

Gas shortages or lack of reasonably accessible gas supply, price volatility and market volatility have occurred.

These challenges require complex policy and regulatory frameworks.

The assurances personally given by President Aliyev on behalf of Azerbaijan on the transportation of Caspian gas to the European market have ensured stability and predictability that have been long required for the markets at the most difficult time.

The signing of the Memorandum of Understanding between the European Union and Azerbaijan on strategic energy partnership in July 2022 paves the way for strengthening the role of the Southern Gas Corridor as a key component of the European Union's diversification strategy.

From the very beginning, Romania made an important contribution to Azerbaijan and the Southern Gas Corridor in meeting Europe's energy needs and acknowledged it.

Romania noted its continued commitment to join efforts aimed at developing and expanding the corridor to new markets in Central and South-Eastern Europe.

We are very interested in purchasing additional volumes of Caspian gas to cover our growing national consumption.

Ladies and gentlemen, in recent years, my country has made significant investments in the development of gas transit facilities and the creation of connections with neighboring countries.

First, we created a completely new transportation infrastructure in Romania.

This is the BRUA gas pipeline, and we have also completed further upgrading of interconnectors with Bulgaria and Hungary respectively.

Second, Romania's transgas company joined forces with gas transmission system operators in Greece, Bulgaria and Hungary to develop a vertical corridor.

Thus, the memorandum of understanding signed with the four companies in December 2022 will ensure the flow of gas between Southern and Central Europe through Romania in two directions.

This will contribute to the energy security of the entire region.

In January 2022, Romania's transportation operator invested and put the Transbalkan gas pipeline into operation in the opposite direction.

This is an alternative supply route for gas volumes from Azerbaijan through Turkey, Bulgaria and Romania and also provides access to other markets.

I want to mention another important project for Romania.

This also applies to our strategic partners, Moldova.

Because when it comes to the supply of gas to the capital Chisinau, our agreement was made in October 2021.

In fact, this will create additional opportunities to ensure the annual consumption of Moldova.

In conclusion, all these continuous efforts and the investments made by Romania make it possible to expand the Southern Gas Corridor to new markets - in South-Eastern Europe and Central Europe.

This is actually a win-win situation for both sides, Azerbaijan is diversifying its natural gas exports and contributing to strengthening Europe's energy security.

Dear participants, natural gas is actually a major supporter of the decarbonization process, and in the European Union, Romania has actively promoted the inclusion of natural gas and nuclear power in the green energy field.

By doing so, economies can become decarbonized.

Thanks to this, in the long run, the use of natural gas in the European Union will strengthen the economy.

Currently, Romania plays its role in the production and processing of hydrocarbons.

There are deposits related to this in the Black Sea.

But beyond that, there will be volumes in 2026-2027 and Romania will definitely make economies in Europe even stronger.

At the same time, we want to note that cooperation in our region is very strong.

In fact, the development of existing capacity and infrastructure related to cross-border cooperation is on the agenda.

In this regard, the agreement signed between Azerbaijan, Georgia, Romania and Hungary on the production and transportation of green energy is important.

This document was signed on December 17, 2022, during President Aliyev's visit to Bucharest, and thanks to it, the electric cable that will be laid under the Black Sea will enable the security of a stronger European energy framework.

It will also make it possible for Europe and our partners to implement your plans, ensure economic prosperity, and take appropriate measures in the field of security and climate.

Ladies and gentlemen, there are strategic priorities of energy cooperation between the European Union and its member states on the one hand, and Azerbaijan on the other.

Energy security is the first issue we think about.

The results of the last absolute test of the Trans-Adriatic pipeline indicate a doubling of the current output capacity.

The increasing cooperation between Azerbaijan and the European Union in the field of gas supply coincides with the expansion of our diplomatic activities.

We also need to know where this partnership will take us in the future.

As we increase LNG supplies, the Southern Gas Corridor will remain one of the few stable and competitive sources of pipeline gas to the European Union.

O sənəd ötən ilin iyulunda Bakıda Avropa Komissiyasının rəhbəri xanım Ursula Fon der Lyayen və mənim tərəfimdən imzalanmış enerji sahəsində Strateji Tərəfdaşlıq haqqında Memorandumdur və o, əslində, gələcək planlarımız üçün aydın yol xəritəsidir. Avropaya qaz ixracımızı 2027-ci ilə qədər iki dəfə artırmağı planlaşdırırıq və bu mümkündür, çünki bizim resurslarımız var. Bizim qarşılıqlı siyasi iradəmiz və çox yüksək səviyyədə etimadımız mövcuddur. Cənub Qaz Dəhlizi layihəsinin uğurla həyata keçirilməsinin mühüm amillərindən biri, təbii ki, həll olunmalı texniki və bəzən, siyasi məsələlərdən başqa, yüksək səviyyədə qarşılıqlı etimaddır və mən bunu qarşılıqlı həmrəylik adlandırardım. Məhz bu halda, əgər kiminsə nəyə isə ehtiyacı olanda biz dərhal dəstək verməyə çalışırıq. Hesab edirəm ki, bu, gələcək işlərdə bizi istiqamətləndirəcək tərəfdaşlığın yaxşı ruhudur. Xüsusən indi, Cənub Qaz Dəhlizinin Məşvərət Şurası çərçivəsində, biz ilk olaraq Yaşıl Enerji Məşvərət Şurasını keçirəcəyik.

Digər mühüm bir hadisə isə Yunanıstanla Bolqarıstan arasında interkonnektorun açılması idi. Bu, Cənub Qaz Dəhlizi layihəsi və müəyyən dərəcədə onun şaxələndirilməsi sayəsində oldu və nəticədə bizim üçün təbii qazımızın artıq Bolqarıstana təchizini başlamaq imkanını yaratdı. Həmçinin biz bu genişləndirmə və interkonnektorlar vasitəsilə qonşu ölkələrə də dəhlizin genişləndirilməsini nəzərdə tuturuq.

Təbii ki, dekabr ayı enerji təhlükəsizliyi üçün çox vacib idi, çünki iki mühüm hadisə baş tutdu. Birincisi, biz Azərbaycan və Rumıniya qaz təchizatı haqqında saziş imzaladıq və qaz təchizatı bu yaxınlarda başlayacaq. Beləliklə, Rumıniya həmin Cənub Qaz Dəhlizində iştirak edən ölkələr heyətinə qoşulur və biz həmçinin, Yaşıl Enerjinin İstehsalı və Nəqli sahəsində Sazişi Azərbaycan, Gürcüstan, Macarıstan və Rumıniya arasında imzaladıq. Bu, səylərimiz üçün əlavə əməkdaşlıq imkanını yaradacaq enerji təhlükəsizliyində bir növ yeni səhifə açacaq. Bir sözlə, bunlar vacib hadisələr idi.

Əgər bu il haqqında danışsaq, yanvar ayında biz Azərbaycan ilə Macarıstan arasında qaz təchizatı sahəsində Anlaşma Memorandumunu imzaladıq və beləliklə, heyətimizə üzv olan ölkələrin sayı artır. Bütün bunlar, ilk növbədə, cəlb edilmiş ölkələrlə sıx siyasi münasibətlər, fəal əlaqələndirmə və Avropa Komissiyası ilə Azərbaycanın bu təşəbbüslərə səmərəli rəhbərliyi sayəsində mümkün olmuşdur. Bu, həmçinin Avropa İttifaqı ilə Azərbaycan arasında başlamış və rəsmi çərçivəyə salınmış enerji dialoqunu da nümayiş etdirdi. Həmin dialoq təbii qazı, elektrik enerjisini, hidrogeni və yaşıl hidrogeni əhatə edir. Hesab edirəm bu, əməkdaşlığımızın çox nadir və səmərəli formatıdır.

Avropaya qaz təchizatının artırılması ilə bağlı Avropa Komissiyası ilə imzalanmış Anlaşma Memorandumundan dərhal sonra Azərbaycandan daha çox qazın təchiz edilməsi məqsədilə əlavə imkanların yaradılması üçün fəal şəkildə işləməyə başladıq. Hazırda yeni yataqlardan bu il gözlədiyimiz hasilata, eləcə də mövcud “Şahdəniz” yatağında hasilatın artırılmasına əlavə olaraq, - bu, birmənalı olaraq, baş tutur, - biz, həmçinin ölkə daxilində enerji səmərəliliyi üzərində işləyirik. Biz itkilərin azaldılması proqramı, o cümlədən elektrik enerji və təbii qazın kombinasiyası əsasında daxili istehlak proqramı üzərində çalışırıq. Beləliklə, Azərbaycanda elektrik enerjisinin istehsalında istifadə olunan təbii qaza ixrac məqsədilə daha çox qənaət etmiş olarıq.

Təbii qaz ixracı artır - 2021-ci ildə təxminən 19 milyard kubmetr, ötən il isə 22,6 milyard kubmetr olmuşdur. Biz bu il onun 24,5 milyard kubmetr olmasını gözləyirik. Bu, o deməkdir ki, Avropa Komissiyası ilə Anlaşma Memorandumu uğurla icra olunur. Biz nəinki hasilatı, o cümlədən ixracı artırırıq və həmçinin onun coğrafiyasını genişləndiririk. Əminəm ki, layihəyə qoşulmuş ölkələr bu gün bunun faydasını artıq görürlər və görəcəklər. Həmçinin digər bağlantılar və potensial interkonnektorlar vasitəsilə biz Avropada daha çox ölkələri bu layihəyə qoşa biləcəyik.

Tədbir “Cənub Qaz Dəhlizi və Yaşıl enerji üzrə nazirlər sessiyası”, “Cənub Qaz Dəhlizi: Əlverişli, sabit və təhlükəsiz təbii qaz təchizatının genişləndirilməsi” və “Yaşıl enerji: Xəzər dənizinin külək enerjisinin Avropa enerji bazarlarına çatdırılması” mövzularında plenar sessiyalarla davam edəcək.

Həmçinin Məşvərət Şurası çərçivəsində “Azərbaycan, Gürcüstan, Macarıstan və Rumıniya Hökumətləri arasında imzalanmış yaşıl enerji sahəsində strateji tərəfdaşlıq haqqında Saziş”in icrası üzrə Rəhbər Komitənin ilk iclasının keçirilməsi də planlaşdırılır.

Sonda iclasların yekunlarına dair mətbuat konfransı keçiriləcək.

After the opening session, the meeting will continue with plenary sessions on "Southern Gas Corridor and Green Energy Ministerial Session", "Southern Gas Corridor: Expanding Affordable, Stable and Secure Natural Gas Supply" and "Green Energy: Bringing Caspian Sea Wind Energy to European Energy Markets" .

It is also planned to hold the first meeting of the Steering Committee on the implementation of the "Agreement on strategic partnership in the field of green energy signed between the Governments of Azerbaijan, Georgia, Hungary and Romania" within the Consultative Council.

At the end of the event, a press conference will be held on the results of the 9th meeting of ministers within the framework of the Southern Gas Corridor Consultative Council and the 1st meeting of the ministers within the framework of the Green Energy Consultative Council.
