With its decree, the government approved the plan-account for the expenses/transfers for the preparation and production of the elections for national representatives on April 2, 2023.

The approved funds amount to BGN 87.7 million.

The activities related to the electoral process that will be financed with them include: the preparation and printing of electoral lists;

the purchase and production of the necessary election papers and materials;

the printing of the ballots;

the logistical support of the regional and municipal administrations and the administration of the Council of Ministers;

the remuneration of the members of the district and section election commissions;

the computer processing of the voting data and the issuance of a ballot with the election results;

holding an explanatory campaign about the rights and obligations of citizens and the way of voting.

Galab Donev: We will not waste time, we are starting to prepare the elections

The government is ready to provide additional necessary funds when concluding contracts for logistics and technical support of the specialized devices for electronic machine voting, as well as for other materials and accompanying activities to ensure the electoral process, including machine voting and video surveillance/ the video recording.

In the conditions of a non-adopted state budget for 2023, the financing of the expenses for the plan-account will be carried out in accordance with the Law on the Implementation of Provisions of the Law on the State Budget of the Republic of Bulgaria for 2022, the Law on the State Public Insurance Budget for 2022 and the National Health Insurance Fund Budget Act 2022,

where an explicit possibility is provided for the Council of Ministers to approve funding for the preparation and production of elections according to the Electoral Code.

The act of the government is in fulfillment of Art.

18 of the Electoral Code.

The Government adopted a decision on the preparation and production of the National Assembly elections on April 2, 2023.

The Council of Ministers adopted a decision on the preparation and production of the elections for the National Assembly on April 2, 2023. The Cabinet entrusted the Deputy Prime Minister for Public Order and Security and the Minister of the Interior with the coordination of the implementation of activities in connection with the organizational and technical preparation of the elections , including the activities of coordinating with the Central Election Commission the terms and conditions for the production, delivery and storage of election papers and materials, as well as the storage of technical devices for machine voting.

The Minister of the Interior should organize the implementation of the activities under the competence of the Ministry of the Interior in connection with the preparation and production of the elections.

The Minister of Finance will submit to the Council of Ministers a draft tariff by which the parties, coalitions and initiative committees pay for the pre-election broadcasts on the Bulgarian National Television and the Bulgarian National Radio and their regional centers.

According to the government decision, the Minister of Regional Development and Public Works will coordinate the preparation and publication of electoral lists, and the Minister of Foreign Affairs should organize the preparation and production of the elections outside the country.

The Minister of Justice organizes the activities for the preparation and production of the elections in the places of deprivation of liberty.

The Minister of e-Government will organize the activity on the technical provision of video surveillance and video recording under Art.

57, para.

1, item 34 of the Election Code.

The decision of the Council of Ministers also provides for the Deputy Prime Minister for Public Order and Security and the Minister of Internal Affairs, the Minister of Foreign Affairs, the Minister of Regional Development and Public Works, the Minister of Health, the Minister of e-Government and the Minister of Justice to inform the Prime Minister for the progress of the election preparations until the announcement of the election results.

The Cabinet also assigns the Minister of Justice to issue the criminal decrees under Art.

496, para.
