Guan Biling emphasized that the Marine Industry Development Regulations unifies the marine affairs of various ministries and commissions, establishes an industrial support structure, and sets up a marine database. Part of the amount is allocated to the Ocean Development Fund every year.

In addition, it is necessary to establish preferential financing channels and credit guarantee mechanisms for marine industry investment; assist in the establishment of marine industrial parks or special areas for marine industries, and provide counseling and assistance; provide appropriate rewards and legal sources of subsidies for marine industries; encourage colleges and universities to cultivate Talents; investment in R&D and talent cultivation, tax reduction and exemption according to law; machinery and equipment that are not available in China but need to be imported from abroad are exempt from tariffs for a certain period of time; legal persons can be established to promote the development of the marine industry.
