During martial law, it is not against the law to serve summonses in public places and at checkpoints.  

This was emphasized by the chief military commissar of the Lviv region, Oleksandr Tyshchenko, in a comment to "Lviv portal".

"Many citizens for some reason forget

that, in addition to rights, they also have responsibilities

And one of the most important constitutional duties of citizens is to protect the Motherland, independence and territorial integrity of Ukraine (Article 65 of the Constitution of Ukraine, Part 1 of Article 1 of the Law of Ukraine "On Mobilization and Mobilization Training", Article 17 of the Law of Ukraine "On Defense"). There is a war going on in our country. Mobilization is also going on.

among other things,

compliance with the rules of military accounting

Tyshchenko explains that from the day of the announcement of mobilization, citizens of Ukraine are

obliged to voluntarily report to military units

or assembly points of the territorial center of recruitment and social support in order to find out all the information.

In addition, every citizen is obliged to report

any changes in marital status, health status, address of residence (residence), education or place of work to the authorities where they are on military registration.

"This is necessary so that the TCC and SP have an up-to-date picture of the mobilization resource. But, unfortunately, quite a lot of conscripts neglect their duties, which significantly complicates mobilization and leads to a lack of necessary and up-to-date information," he notes military commissar.
