Former Vice President of the Russian Federation, retired Major General Oleksandr Rutskoi, said that the Russian armed forces are run by incompetent people who have never served in the army and are sending people to their senseless deaths. 

A fragment of his speech during one of the events of the all-Russian movement of entrepreneurs was published on Sunday, January 29, by the YouTube channel Kolokol.

Rutskoi said that the war waged against Ukraine, which he called a "special operation" as is customary in the Russian Federation, is a tragedy for Russia, because Russians are being sent to a senseless death. 

"Where are they protecting Russia? What are they dying for? And when people die senselessly, it's already a tragedy," the former vice-president noted, adding that there is not a single regiment in the Russian army that does not have casualties. 

The former Russian high-ranking official emphasized that the military leadership of the Russian Federation is unable to conduct operational-strategic offensive operations due to its incompetence.

"For a quarter of a century, the armed forces have been run by generally incompetent people. What can happen to the armed forces? Here is the summary. The Minister of Defense did not serve in our army, he has no military education, and his five deputies did not serve in the army at all. What kind of Ministry is this? defense?"

According to Rutskyi, Russia does not have an army capable of winning this war.

"In order to carry out this kind of operation, you need to have the appropriate armed forces. If the armed forces do not have the ability to conduct operational-strategic offensive operations, then it is better not to go, especially outside of your country," said the Russian general. 

75-year-old general Oleksandr Rutskoi was born in the Ukrainian city of Proskurov (now Khmelnytskyi).

He was a Su-25 attack pilot during the war in Afghanistan, his plane was shot down twice.

Received the title of Hero of the Soviet Union. 

From 1991 to 1993, he held the position of Vice President of the Russian Federation.

In 1996-2000, he was the governor of the Kursk region.

It will be recalled that the Minister of Defense of the Russian Federation, Serhiy Shoigu, believes that it is necessary to increase the number of the Russian army to 1.5 million people.
