An attacker opened fire in the Neve Ya'akov neighborhood of East Jerusalem, populated by Jewish settlers, world agencies reported.
At least 8 people were killed, the Jerusalem Post and DPA reported, citing a police statement.
Another 10 people were injured, some of them in critical condition.
Paramedics and security forces are on the scene and the area has been cordoned off.

The shooting was near a synagogue and is being treated as an act of terrorism.

The security situation in Israel and the Palestinian territories has deteriorated sharply in the past few days, DPA notes.
A spokesman for the Palestinian movement "Hamas", which rules the Gaza Strip, said that the attack today in Jerusalem was a punishment for the operation of the Israeli army in the Palestinian refugee camp "Jenin" in the West Bank, carried out yesterday.
Nine Palestinians were killed and 20 wounded during clashes with the Israeli military yesterday in Jenin.
