the single retail price for the regulated sale of potatoes at 11 pesos per pound.
According to the legal document, the margin for the wholesale marketing of this product (established in 2020 by the Ministry of Finance and Prices)
is shared between the parties by mutual agreement, according to the functions that correspond to it.
Likewise, it establishes that the price of the harvest in the field of the potato harvested with seed multiplied nationally is 19 thousand 261 pesos with 64 cents per ton (886 pesos per quintal), while that obtained with imported seed has a cost of 15 thousand 174 pesos with 52 cents per ton (698 pesos per quintal).
On January 17, the Minister of Finance and Prices, in Resolution 10 of that body, empowered the head of Agriculture to approve the storage, wholesale, and retail prices of potatoes.
Said text also establishes that the necessary expenses for its production and commercialization cannot generate losses or subsidies to the State Budget.
Why the new price?
Taking into account objective factors, such as the increase in the cost of inputs, seeds and labor, and after an analysis by the organizations involved, it was decided to increase the
retail price of potatoes
.
Alexis Rodríguez Pérez, director of Agricultural Economics and Development of the Ministry of Agriculture of Cuba, in a press conference today argued why the single marketing price will be 11 pesos per pound.
Potato collection and retail prices are centralized in the Ministry of Finance and Prices by Resolution 34/22, and those of the tuber that is obtained organically are regulated by Article 52 of Decree 35 of the Council of Ministers, it was reported .
Resolution five of 2023 of the Ministry of Agriculture (Minag) defines that the margin for wholesale marketing is shared between the parties by mutual agreement, according to the functions that correspond to it.
Other provisions are added to these new prices, such as the non-application of the sales tax, the elimination of subsidies for potatoes that are stored in refrigerators and the decentralization of companies that sell agricultural inputs.
The approval of the sale price to potato producers also appears, considering in its formation the import reals and the approved commercial margins, endorsed by Resolution No. 10/2023 of the Ministry of Finance and Prices.
The director of Agricultural Economics and Development assured that potatoes have a safe price and that no losses are foreseen for producers or marketing companies, or subsidies from the State budget.
He clarified that potato costs in 2022 were formed on the basis of centralized input prices, including imported seed, which caused more than 200 million pesos of losses, of which more than 100 million to the Producer Company and Seed Marketer, due to the increase in import prices.
For this reason, the value of five pesos for fresh potatoes and six for those that had been refrigerated are insufficient given current costs, mainly increased by labor costs, with payments of more than 400 pesos per agricultural day, in addition Rodríguez Pérez argued that the technological package does not cover all the necessary inputs, so others are acquired through different channels at higher prices.
The updated potato price takes into account that of the fuels to be applied in the year 2023, the costs of importing inputs, and not applying sales tax;
Minag was granted the power to establish the centralized price, since the marketing of the product is in its charge, according to the balance sheet, as well as the majority sale to the population, supported by Resolution No. 10/2023 of the Ministry of Finance and Prices, he narrowed.
