PACE adopted a resolution on the legal and human rights aspects of the aggression of the Russian Federation against Ukraine.

According to APA's British office, the Parliamentary Assembly of the Council of Europe unanimously adopted the draft resolution prepared and proposed by Swiss Damien Cottier in the General Assembly.

The resolution stated that the acts of aggression committed by the Russian Federation against Ukraine correspond to the concept of the crime of aggression provided for in international law.

It was noted that the Russian political and military leaders responsible for this should be identified and prosecuted, and Assembly member states and observer states should reiterate their call for the establishment of a special international criminal tribunal for this type of crime, and this should be supported:

"The heads of state and government of the Council of Europe should give their political support to the establishment of such a tribunal at the 4th Summit meeting to be held in Reykjavik in May 2023," the resolution stated.

The resolution stated that there is increasing evidence that the rhetoric of Russian officials justifying aggression has the character of public incitement to genocide.

It was added that the Assembly should demand the establishment of an international compensation mechanism, including an international register of damages, and the Council of Europe should play a leading role in the establishment and management of the future mechanism.
