According to Podoliak, another component of Germany's indecision with tanks for Ukraine is

It will be recalled that the German publication Spiegel reported on January 24 that the German federal government agreed to grant permission to other countries to export Leopard 2 tanks to Ukraine.
Officially, the authorities of the Federal Republic of Germany have not yet commented on this.
Earlier, Western mass media, citing a Ukrainian official, reported that 20 countries have already agreed to transfer about 100 Leopard 2 tanks to Ukraine if the German government agrees.
President of Finland Sauli Niinisto announced on January 24 that his country is discussing the possibility of creating a powerful division of Leopard tanks in Europe for Ukraine.
