"Municipalities in Azerbaijan should be re-formed".
Siyavush Novruzov, chairman of the Regional Affairs Committee of the Milli Majlis, said this in his statement to APA.
The chairman of the committee said that work is underway to create regional structures in Azerbaijan, steps have already been taken in the territories freed from occupation, special representatives of the President of Azerbaijan are active in both Karabakh and East Zangezur: "With the formation of these structures, the state budget will be saved enough, for the citizens created bureaucratic obstacles will be removed.
At the same time, these reforms will play an important role in preventing people from being sent back and forth, solving problems in a short time, and ensuring accessibility.
For example, in Ganja, two regional executive powers were abolished, and the big city is now governed by a rather simplified mechanism.
On the other hand, economic zones have already been established in Azerbaijan.
In such a case, the number of municipalities will automatically decrease."
Siyavush Novruzov pointed out that Azerbaijan currently has 1,606 municipalities and up to 15,000 municipal members: "There is no need for so many municipalities.
We have a minimum of 5 members and a maximum of 19 members in the municipalities.
This is too much.
We had a proposal to elect 1 member of the municipality in each village, and 7 members of the municipality in the largest village.
However, this format was not chosen when the municipal institute was newly established.
Even in the first period, there were 2,400 municipalities in Azerbaijan, then as a result of the merger, 1,606 municipalities remained.
In the future, municipalities will be established in accordance with the form of direct executive structures.
The chairman of the committee said that work is underway in this direction: "Also, we plan to hold a hearing in the Milli Majlis at the beginning of the session.
