German Chancellor Scholz's government appears reluctant to authorize the re-export of the tanks to Ukraine for fear of angering Russia.

The "Leopard 2" main tank produced by Germany's Rheinmetall is the most popular tank in Europe. It has been purchased and used by more than a dozen countries. Some of them, such as Finland and Poland, are planning to send the tank to Ukraine immediately.

But under German export regulations, those countries need a re-export license from the German government before they can be transferred to anyone else.
