Who is subject to military registration

The government approved a new order of military registration.

So, accounting is subject to:

  • conscripts (on the basis of a certificate of registration at the conscription station);

  • conscripts (on the basis of a military ticket or a temporary certificate of a conscript);

  • reservists (on the basis of a military ticket).

Citizens of Ukraine from among the following are subject to military registration in state bodies, local self-government bodies, enterprises, institutions and organizations (after being registered in the TCC and SP):

  • conscripts aged from 16 (in the year they turn 17) to 27;

  • conscripts and reservists who have not reached the maximum age of being in the reserve, in particular, women with a medical or pharmaceutical specialty, as well as, at their own request, women with a specialty and/or profession related to the military accounting specialty (the list is approved by the Ministry of Defense ).

Who keeps military records

According to the new rules, records are kept by:

  • central and local bodies of executive power, other state bodies;

  • local governments;

  • military administration bodies;

  • military units of the Armed Forces of Ukraine and other legitimate military formations;

  • special purpose law enforcement agencies;

  • TCC and SP (military commissars);

  • enterprises, institutions and organizations;

  • educational institutions;

  • healthcare institutions.

Obligations of conscripts, conscripts and reservists

In the event of a change of place of residence or other personal data, conscripts, conscripts and reservists are obliged to personally notify the relevant authorities, where they are on military registration, of such changes within seven days through administrative service centers or information and communication systems.

Conscripts, conscripts and reservists may not change their place of residence without the permission of the head of the TCC and SP from the moment mobilization is announced and during wartime.

It should be noted that the same obligation was in the previous version of the resolution.

Of

the new obligations,

there is only one: to check personal data at least once every five years with the accounting data of the TCC and SP, SBU bodies, units of the Foreign Intelligence Service.

Obligations of state, local bodies, employers, etc

Executive bodies of village, settlement, city councils have new duties, in particular:

  • carry out explanatory work on the implementation of the rules of military accounting;

  • within seven days to inform the TCC and SP, SBU bodies, units of the Foreign Intelligence Service about conscripts, conscripts and reservists who have changed their place of residence without removing them from the personal primary military record at the place of registered residence.

If the TCC and SP (or other authorized body) issues an order to the employer to notify the employee of the need to come to the TCC (SBU, Foreign Intelligence Service, etc.), the employer is obliged to issue an order, familiarize the employee with it, and send a copy of the order to the body within three days , who issued the order.

The employer is also obliged to inform about conscripts who are temporarily unable to work, conscripts or reservists, as well as about those who are on a business trip or vacation.

The body of registration of the place of residence notifies the TCC and SP about all changes regarding persons who are on the register, and a person can change the place of residence in Diya (without presenting military registration documents) only if he has current information about himself in the Unified State Register of Conscripts. conscripts and reservists.

However, it will be possible to voluntarily submit information for inclusion in the Unified State Register of conscripts, conscripts and reservists when forming a declaration of residence in Diya.

Currently, there is no military registration procedure in Diya.

Employment centers provide information on the registration of persons as unemployed within seven calendar days after receiving a request from the TCC and SP.

The order also approves:

  • forms by which the TCC and SP are notified about conscripts who are undergoing inpatient treatment, conscripts, who have been assigned a disability group, who are subject to criminal proceedings, etc. -IX);

  • terms and conditions for verification of the correctness of military records by the military command (the General Staff of the Armed Forces, the Command of the Ground Forces, the operational command, etc.).
