The verdict pointed out that Liao Chunjian and Zhao Peiliang (sentenced to 8 years in October) learned in 2002 that the man surnamed Wang intends to smuggle firearms from abroad to import, and in order to fraudulently collect the reward for solving the case, they and Zhao Chongjie (sentenced to 13 years in June) Liao) and his cousin Xu Yujia (sentenced to 15 years) conspired, and the two went to the Philippines to buy guns and arrange container smuggling. As a prosecutor, Liao Chunjian sent a letter to the Customs Bureau to release the gun container to a factory in Kaohsiung County. Zhao Chongjie went to dismantle the cabinet and take it out. 26 guns and more than 1,380 rounds of bullets were transferred to Wang Nan in Kaohsiung City, and he was reported under a pseudonym. The Police Department issued a total of 2.61 million yuan in bounties for arrests and 1.32 million yuan in bounties for reporting. Liao received 50,000 yuan in rewards for solving cases.

But later it was found out that Zhao Peiliang had cash exchanges with the whistleblowers, and it turned out that the inside story was self-directed and acted.

Liao, Zhao and others were all convicted in previous trials, and four were convicted.

In 2021, the Ministry of Justice will revoke the lawyer certificates of 24 lawyers, including former President Chen Shui-bian, who have been sentenced to more than one year in prison in accordance with the new Lawyers Law, including Liao Zhuangjian.

Liao Xing resisted punishment in the lawsuit, arguing that the revocation of his license must meet the two requirements of "determined to be imprisoned for more than one year, which is enough to damage the reputation of the lawyer".

Liao also argued that the final criminal judgment only found that his investigative methods exceeded the necessary level and violated the principle of proportionality, but it also found that he was deceived by the main suspect and was temporarily careless in order to investigate and arrest crimes for corruption, rather than seeking personal illegal interests. He did not evaluate him for obstructing justice and undermining judicial prestige, and the Ministry of Justice punished him for breaking the law and requested revocation.

The Ministry of Justice replied that the purpose of the addition of the Lawyer Law is to punish corrupt judicial officials and prevent them from being transferred to lawyers, thus affecting the judicial prestige.

After the trial, Bei Gao Xing determined that the Ministry of Justice's disposition of license abolishment had stated the facts, reasons, and legal basis. Although the reasons for how to harm the reputation of lawyers were a bit careless, it did not hinder the fact that Liao's criminal case was confirmed. Liao deviated from the criminal case. The honesty and incorruptibility obligations of the investigators in the case-handling procedures did damage the reputation of the lawyers. It was determined that the legal department's punishment was correct and Liao was sentenced to lose the lawsuit.
