A general mobilization is underway in Ukraine, during which it is forbidden for conscripts aged 18 to 60 to leave the country.

At the same time, slightly different rules apply to persons who have a residence permit in another country.

Vladyslav Zaitsev, a member of the Board of the Committee of the Association of Lawyers of Ukraine on Migration Law, told ZN.UA what rules apply to such conscripts.

According to him, the legislation does not provide for any exceptions regarding border crossing during martial law for persons who have a permanent residence permit in other countries.

However, the lawyer noted that such Ukrainians can leave the country without borders under certain conditions.

Zaitsev explained that men between the ages of 18 and 60 who permanently live abroad can leave if they have the appropriate marks in their passports.

However, persons leaving for the first time must provide a passport document, which will be stamped with the registration of departure abroad for permanent residence.

According to the lawyer, when crossing the border, citizens of Ukraine who permanently live abroad must present a passport with a stamp on registration of departure abroad to a permanent place of residence and a stamp on permanent consular registration in a foreign diplomatic institution of Ukraine.

It can also be a certificate of stay in the consular register, which is provided by diplomatic institutions of Ukraine.

"Therefore, men who have a permit for permanent residence abroad and have completed the procedure for issuing documents for going abroad for permanent residence can freely return to Ukraine and leave again upon presentation of the relevant documents at the border," Zaitsev said.

It will be recalled that earlier it became known that conscripted Ukrainians who have reservations from the draft will be allowed to travel abroad.
