The Regulations of the "AYNA" information system were approved.

What does the system include?

- President Ilham Aliyev signed a Decree on the approval of the Statute of the "AYNA" information system.

According to the decree, a unified information system in the field of road transport will provide conditions for the contactless provision of a number of services, the effective application of state regulation mechanisms, and the rapid elimination of problems that may arise.

This will be ensured as a result of effective interaction with other state institutions.

"AYNA" information system serves to increase the quality of passenger transportation and cargo transportation services, and to expand the application of innovative solutions in this sector.

At the same time, it ensures the provision of services in the field of road transport in electronic form and the availability of information, and facilitates the acceleration of operations.

The information system will provide conditions for the digitization and recording of information provided on paper carriers, and the prevention of data loss.

It will also contribute to increasing efficiency and development of the field.

- What are the main advantages of the system?

- The operation of the information system is based on the principles of efficiency and transparency.

It will be convenient to use, distinguished by its continuity and functionality.

Through personal data collected in the system, effective service will be provided to carriers, drivers, owners of infrastructure objects of road transport, as well as consumers of passenger and cargo transportation services.

Through the "AYNA" information system, it will be possible to quickly use many services without coming to the agency.

The information required from other government agencies will be obtained automatically through the system, which will allow to save the time and resources of the carriers, and ensure operational efficiency.

Providing electronic data exchange with international partners will greatly facilitate the work of domestic and foreign carriers carrying out international transportation.

As a result, the volume of transportation will increase.

Not only business subjects, but also citizens and guests of our country will benefit from the system.

For example, the introduction of a cashless payment system in public transport will allow passengers to pay using all types of contactless bank cards, mobile devices, and smart watches.

By using them, it will be possible to develop software and provide services for services such as Multimodal transportation, MaaS (Mobility as a Service) for IT companies.

We can also add to this the possibilities of using many advanced technologies such as "Internet of Things/Machine-to-Machine Communication (IoT/M2M)", "Artificial Intelligence/Machine Learning (AL/ML)".

In order to ensure the availability and stability of the activity, the information system itself and the data collected here, their backup copies are stored in the "Government Cloud".

Mobile applications will ensure convenient and accessible use of the system.

- What works are being done in the direction of the implementation of the "AYNA" information system?

- The implementation of works in this field has already been started for some time.

The infrastructure of the information system is being built on the basis of modern information and communication technologies.

At the same time, substantial work is being done on the collection of the database.

"AYNA" information system consists of up to 20 components - subsystems.

Some of these subsystems are already in use.

For example, since February of last year, the online application service for issuing the "Distinction badge" has been launched.

This allows to save the time of the carriers carrying out passenger and cargo transportation, and to make accountability accurate and transparent.

Since the service is integrated into the information systems of relevant state bodies, the number of documents required for issuing the "Distinction Badge" has been minimized.

Also, in December 2022, the "biletim.az" portal, which provides online ticket sales for intercity and interregional regular bus routes, was launched.

The portal saves time, ensures customer satisfaction, increases the circulation of non-cash payments in the country, etc.

Other modules of the "AYNA" information system are planned to be put into use gradually.

In the near future, software will be developed for the electronic issuance of "Permit" forms used in international cargo transportation by road.

The information system will be fully integrated into the "Electronic Government" portal.

As a result of the implementation of the system, the contact between carriers and officials will be minimized.

- What can you say about the rules of using the system?

The use of this system by state institutions that have state information resources and systems is ensured through the implementation of information exchange with their information resources and systems.

Bodies and institutions that do not have these capabilities, as well as local self-government bodies, legal entities can use the system through their electronic cabinets.

In this case, legal entities and individuals will use the system's capabilities using "ASAN Login".

In the future, it will be possible to enter the system with other means of identification.

Users can familiarize themselves with the open information in the system through the Internet information resource, get them, as well as carry out operations through their electronic cabinets.
