"Our organization, which was founded in 1989 as the "Azerbaijan Refugee Society" and received the name "Western Azerbaijan Community" in 2022, is currently engaged in the protection of the rights of Azerbaijanis who were expelled from the territories called Armenia, which have been their historical homeland for centuries.

The expulsion of Azerbaijanis from the territory of present-day Armenia is an injustice unparalleled in history due to its political, legal and humanitarian dimension.

In most cases, the ethnic cleansing committed against Azerbaijanis was carried out through violence, mass murder and other crimes against humanity, and gross violations of human rights with the systematic activity of state authorities.

This process was particularly violent and brutal in 1905-06, 1918-21, 1948-53 and 1988-91.

These acts, including the institutions called "Republic of Armenia", "Republic of Mountainous Armenia" in 1918-21, the Soviet Union, in particular, Zangezur, gave many regions dominated by Azerbaijanis to Armenia and deported hundreds of thousands of Azerbaijanis from Armenia. the consequences of the actions of Joseph Stalin, the infamous leader of the USSR, who signed the decision, and the Armenian SSR in 1988-91 still remain.

In the territory called Armenia, the historical and cultural heritage belonging to Azerbaijanis, including mosques and cemeteries, were massively destroyed, place names were changed, and systematic racial segregation was carried out against Azerbaijanis.

People who participated in ethnic cleansing and other crimes against Azerbaijanis and their actions are glorified at the state level in Armenia.

This unprecedented injustice has created a sense of impunity in the ruling circles of Armenia and encouraged them to claim territory, use force, military occupation, additional mass-scale ethnic cleansing and other crimes against humanity against the internationally recognized territories of the Republic of Azerbaijan.

It was noted in the appeal that the successful completion of the self-defense operation conducted by the Republic of Azerbaijan against the military attack and occupation of Armenia in 2020 was an important step towards the restoration of justice and increased the opportunities for peace between the two countries:

"On the other hand, the inability of Azerbaijanis who were expelled from the territory of Armenia to return to their homes, the continuation of mono-ethnic statehood, ethnic cleansing and systematic racial discrimination in this country is a great injustice, and this poses a serious threat to the establishment of lasting peace.

Our organization, which has been an authoritative representative of the Azerbaijani community expelled from Armenia for the past decades, is determined to more actively continue its activities for the restoration of the violated rights of the community.

Based on the right of return enshrined in the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the Convention relating to the Status of Refugees and other important international acts, the Azerbaijanis expelled from present-day Armenia return to their homes safely and with dignity, and after their return there, their individual and collective rights is trying to provide.

The increasing attention of the international community to human rights and the desire of Azerbaijanis expelled from Armenia to return to their homeland inspires the Community to carry out this activity more intensively.

Taking into account all this, "West Azerbaijan Community":

- Requests the Armenian government to create conditions for the safe and dignified return of Azerbaijanis expelled from the geographical areas currently considered its territory within the framework of the international process and to ensure their individual and collective rights after returning there;

- He thanks the government of the Republic of Azerbaijan for providing shelter to Azerbaijanis expelled from the territory of Armenia, taking care of them and creating conditions for their peaceful development, for the safe and dignified return of Azerbaijanis expelled from their homeland to their homes within the framework of the international process, and for ensuring their individual and collective rights after returning there. asks for further assistance;

- Requests the states that are members of the United Nations (UN), the UN and other relevant international organizations to help the Azerbaijanis who were expelled from the territory of Armenia to return to their homes in a safe and dignified manner within the framework of the international process and to ensure their individual and collective rights after returning there.
