Zhang Yumeng, chairman of the Youth League of China, said that although the civil law has been revised to 18 years of age, in order to protect the health of the people, some countries do set the smoking age above 20 years old.

However, the discrepancy between the adult age and the smoking age will inevitably cause confusion in daily life. The Ministry of Health and Welfare must strengthen publicity, so as not to cause front-line shop assistants to bear unnecessary pressure or risks when selling tobacco products.

Zhang Yumeng also mentioned that Tsinghua University, Central University, Chung Cheng University, Soochow University and other colleges and universities have set up smoking areas in order to protect the rights of smokers and not affect others.

The current revision of the law fully includes the campus as a non-smoking place. There is no exclusion clause for any smoking area. After the third reading, the Ministry of Health and Welfare and the Ministry of Education should clarify whether the smoking areas originally set up by colleges and universities will automatically become invalid.
