After long debates, the people's representatives adopted in the second reading a bill on compensating the costs of motor fuel users, submitted by Delyan Dobrev and a group of people's representatives.

This happened with the votes of 153 people's representatives.

Not one of the parliamentary groups voted against, while 5 of the BSP abstained.

Six from "Continuing the Change" also voted "abstain".

In the course of the debates, the title of the bill was changed and instead of compensating the costs of "users of motor fuels" the wording "users of transport services" was adopted.

Thus, the parliament decided that the excess profit from the sale of fuels from Russian oil should be taxed.

The difference formed between the cheap Russian Urals oil, which Lukoil processes, and the fuels produced from it, which are sold at the price of the more expensive Brent at gas stations, will be returned to consumers.

"Lukoil" will contribute 70% of the difference between the two varieties to the Electricity System Security Fund and then the funds will be used to compensate according to social criteria users of transport services.  

The decision was reached after sharp debates and exchanged accusations about who was protecting Russian interests.

Delyan Dobrev from GERB stated that:

"Asen Vassilev walks and drags himself on his belly in the European Commission, he drags himself on his belly to get Bulgaria a derogation - so that Lukoil can buy cheap Russian oil and earn billions".

"By fixing the coefficient of 0.5 in the formula, you guarantee the Russian interest, as you did when you gave the oil port to Lukoil for the price of two stores in the mall, as you ensured that for 12 years the richest company in Bulgaria did not pay a single lev of tax in the state", commented Venko Sabrutev from "We continue the change", BNR reported.

After the end of the discussion, the chairman of the Energy Commission and the initiator of the bill, Delyan Dobrev, addressed the people's representatives: 

"Thank you Mr. President, thank you to all colleagues who, despite initial disagreements and quarrels in the plenary hall, in the end with a large majority passed the Bill on compensation of users of motor fuels with a new name - users of transport services. Thank you".
