Money for compensation for damages caused to the housing of Ukrainians due to the invasion of the Russian army and for the reconstruction of housing is planned to be taken from the confiscated money of the aggressor country.

Decisions on compensation will be made by commissions at the level of local communities.

The corresponding norm was included in the draft law 7198, which is currently under consideration by the Verkhovna Rada, wrote on his Facebook page, the Deputy Prime Minister for Reconstruction of Ukraine, Minister of Infrastructure and Regional Development Oleksandr Kubrakov.

"More than 2.4 million Ukrainians live in damaged or destroyed housing, as of the fall of 2022. Because of Diya, more than 316,000 Ukrainians have already submitted applications for compensation. And this is a far from complete list of victims, which is updated every day. The problem requires a clear state policy, such on a sensitive issue, we cannot limit ourselves to temporary solutions. One of the tools for regulating the issue of compensation for destroyed housing is called draft law No. 7198, which is currently under consideration by the Verkhovna Rada," he wrote.

According to him, the law will determine who will be able to receive compensation, in what form, when and how the affected party will be able to use it to purchase a new home.

"Citizens will receive a clear and understandable algorithm of actions to receive compensation," Kubrakov added.

He also published a presentation document with a step-by-step algorithm for obtaining future refunds.

"We will implement the state compensation policy in close cooperation with local self-government. The draft law provides that commissions for consideration of issues regarding the provision of compensation will be created under each community or military administration. With this, we will maximally decentralize the powers in the issue of compensation," the vice-prime minister added.

Kubrakov emphasized that in terms of financing, the government expects that seized assets of Russia will be used as a source of funds for the reconstruction of destroyed housing.

"We don't want to transfer the burden of reconstruction to taxpayers, so we are already working with international institutions to attract these funds for reconstruction. It is not an easy process, but we are confident that we will achieve our goal," he wrote.

"It is clear that the draft law does not close all issues regarding the mechanism of compensation or sources of funding. It is a framework under which we will develop a set of by-laws. We count on the support of people's deputies and the expert public in this process. Together we will be able to build not only an effective system compensation, but also to comprehensively implement the urban planning reform," concluded Kubrakov.
