The director Su Zhenchang believes that Xie Xiaoxing’s inappropriate words and deeds have violated sexual equality and affected the reputation of the public sector. The circumstances are serious. The Executive Yuan stated that Secretary-General Li Mengyan convened and formed a task force. After three months, he interviewed 15 relevant staff members of the National Energy Council and Xie Xiaoxing. On Monday, a deliberation meeting was held, and it was unanimously approved that Xie Xiaoxing’s words and deeds against female subordinates violated the Gender Work Equality Act. .

According to the investigation, Xie Xiaoxing gave unfair discrimination to the selection of secretaries or confidential personnel, as well as the job allocation and leave treatment of subordinates because of gender; Personal issues such as appearance, zodiac sign, blood type, and family or marriage and childbearing status are also gender discrimination that violates the Sexual Equality Law.

The report revealed that Xie Xiaoxing stared at some female subordinates, approached them too closely or made physical contact, and commented on female subordinates' figures, make-up or clothing, etc., which constituted gender-based harassment.

The Executive Yuan expressed its apology for the negative impact or harm caused to the personal dignity of the female subordinates, and it was transferred to the Overwatch Council for investigation and accountability.

After Xie Xiaoxing learned of the investigation results, he resigned as the chairperson.

The original meeting responded yesterday that it will work hard to implement education, training and publicity on gender equality for public servants (including government officials), and will also improve the channels for external complaints.
