The Zhongjie Blue Line is the second MRT in Taichung City. The route is planned from Taichung Port along Taiwan Avenue to near Taichung Railway Station. The total length is about 24.78 kilometers, of which the elevated section is about 10.30 kilometers, with 8 elevated stations; the underground section is about 14.48 kilometers There are 12 underground stations running through the east and west of Taichung, connecting the new and old municipal centers and the sea line area, and it is the most important traffic and economic artery in Taichung City.

The Metropolitan Development Bureau pointed out that the route of the blue line includes Taichung Port Specific Area (Wuqi District), Jingyi-Hongguang Commercial District (Shalu District), Donghai Commercial District (Longjing District, Xitun District), Zhongke World Trade Commercial District ( Xitun District), New Municipal Business District (Xitun District), Old Town and Taichung Station Commercial District (West District, North District, Central District, East District), etc., across Taichung Port Specific Area, Zhongke Specific Area, Taichung City There are 3 urban planning areas including the main planning of urban planning; a total of 20 stations, 1 machine factory, 1 backup control center and substation, station entrances and MRT-related facilities (excluding viaduct piers) Some of the required land is located in residential areas, commercial areas, cultural and educational areas, gas station areas, port areas, or parks, markets, squares, parking lots, etc., and urban planning must be changed to "MRT system land " or "MRT Development Zone".
