VIOLATION of the laws of measurement and formalization that has been done by the measurement and formalization companies in Dar es Salaam is one of the challenges mentioned to cause the matter to fail to achieve the goals, with 11 months left.

The formalization of areas for citizens started in 2013, being a 10-year project, expected to be completed this year in 2023.

Speaking in the city of Dar es Salaam in a working session to find solutions to the challenges that hinder formalization, the Minister of Land, Housing and Housing Development, Dr. Angelina Mabula said that there has been a large use of funds for the project, which is carried out by the relevant company to take public funds and not work .

"On the list we have, there are those who collected money well but did not do the job. The citizen remains crying that his money has already been taken. When he goes to the Director he has no information because he does not know about the contracts. When he comes to the ministry, the ministry has no information because it is the planning authority. It becomes a struggle here and there and his money is gone. said Dr. Mabula.

He said that the City of Dar es Salaam has 24 percent of all formalization work in the country, and until now it has done only 20 percent, if they have planned 554,783 plots and presented them through 2084 drawings.

Mentioning the steps that the ministry has taken, Dr. Mabula said that they have prevented and stopped the planning authorities from issuing new contracts for the formalization of private companies for formalization and testing with the aim of passing the evaluation of ongoing projects.

"15 companies have been taken action, 7 planning and testing companies have been banned from entering into new contracts and agreements, six companies have been given a warning, and ten companies have had their contracts formalized by the planning authorities terminated," he said.

In his meeting which involved land stakeholders including mayors, district heads, land officers, commissioners, directors as well as owners of planning and surveying companies, Dr.

Mabula wanted the cancellation of the ownership of all areas that are por,i so that they can be allocated for other uses.

"When you give someone a plot in it there are conditions, the residential area must be developed for 36 months, there are plots that have not been developed for 20, 30, 40 years, other areas are owned by public institutions, we say regardless of who owns it if the conditions are not followed, the procedures for confiscation" let them be followed.”
