An anonymous Kaohsiung City Councilor pointed out that Luo Zhiming was a member of the Legislative Council of the Taiwan Federation. Although he returned to the Kuomintang, he was still regarded as a local faction. 66-year-old Luo Zhiming was originally a member of the Kuomintang. Because the fifth legislative election in 2001 failed to win the nomination of the Kuomintang, he originally planned to switch to the People First Party, but was unable to obtain the nomination. He then switched to supporting former President Lee Teng-hui and was eventually expelled by the Kuomintang; Taiwan United Alliance After its establishment, Luo Zhiming switched to the Taiwan Federation and was nominated, and was finally elected as a member of the fifth and sixth legislators. In 2007, he gave up running for the 7th regional legislator and was relisted as a non-regional legislator of the Taiwan Federation, but lost the election because the Taiwan Federation's votes did not reach the statutory threshold (more than 5% of the party votes); in 2009, he applied for reinstatement of the Kuomintang party membership Wu Boxiong, the former chairman of the Kuomintang, was a nominee introducer, and was approved by the Kuomintang regular meeting.

In 2012, Luo Zhiming represented the KMT in the election of the legislator in the first constituency of Pingtung County. He lost to the DPP legislator Su Zhenqing with 55,161 votes and 34% of the votes. After the election, he faded out of politics.

The Kaohsiung city councilor pointed out that after Luo Zhiming faded out of politics, he would take over as the chairman of the Kaohsiung City Pingtung Association by chance. This position is usually by name and the title is the most important thing. However, Luo Zhiming is very enthusiastic about conference affairs. During the election, they took the lead in supporting candidates with friendship in Kaohsiung and Pingtung, which multiplied the energy of the fellowship associations, which were originally mostly friendships.

Luo Zhiming only stepped down as the chairman of the board in July last year.
