The Council of Ministers adopted a draft law amending and supplementing the Law on Bulgarian Personal Documents.

The purpose of the introduced changes is to make it easier for citizens to issue their personal documents, the government information service announced.

One of the proposed amendments is the abolition of the obligation to change a motor vehicle driving license /SUMPS/ when changing the permanent address of a populated place within one district.

The scope of the introduced expedited service for issuing SUMPS is extended /up to 3 days from the acceptance of the application/ - in case of replacement of SUMPS due to expiration of the validity period, in case of already expired validity period, in case of change in the driver's data - change of surname and transliteration, as well as when issuing a duplicate.

Also added are the cases of: initial acquisition of a license to drive a motor vehicle of a certain category;

replacement of SUMPS due to acquisition of driving license of a new category;

reinstatement of driver's license after checkpoints have been taken away from the driver;

A legal possibility is being created in the ZBLDA for the identity cards of Bulgarian citizens to contain electronic identity certificates.

In this way, identity cards can be used as a carrier of an electronic identifier within the meaning of the Law on Electronic Identification.

The option of recording electronic identity certificates in passport-type documents, as well as in residence permits issued to foreigners residing in our country, is also regulated.

Under certain conditions, passports with a validity period of up to 10 years can be issued, as well as a temporary identity card for persons who have been given a sentence that has not entered into force.

The bill also regulates the issue of a new identity document when the applicant cannot provide an identity document or a replacement one due to loss, theft or destruction.

In these cases, it is envisaged that identity verification will take place with the presentation of a birth certificate.
