On behalf of the Chinese government, Foreign Minister Joseph Wu met again today with Ihor Terekhov, Mayor of Kharkiv, Oleksandr Syenkevych, Mayor of Mykolaiv, and Kherson Hanna Hopko, executive director of ANTS, an NGO designated by the regional military administrative command, signed a memorandum of cooperation, donating 2 million US dollars to assist in the procurement of power generation equipment.

The Ministry of Foreign Affairs explained the reasons for choosing these 3 cities as donations.

Kharkiv is the second largest city in Ukraine, located only 30 kilometers south of the Russian-Ukrainian border. It is a center of heavy industry, culture, and education. Since the outbreak of the Russo-Ukrainian War, it has been the main target of the Russian army.

Mikolev and Kherson are located in the front-line theater in southeastern Ukraine. Mikolev is a major shipbuilding industrial center along the Black Sea coast. The residents have bravely repelled the invading Russian army and ensured that Ukraine’s sea exits are not controlled by the Russian army. President Volodymyr Zelensky conferred the title of "Ukrainian Heroic City"; Kherson is the gateway and throat to Crimea, with an important strategic position. In November last year, the Ukrainian army recaptured Kherson, ending the eight-month Russian occupation .

The Ministry of Foreign Affairs stated that since the outbreak of the Ukrainian-Russian War for more than 300 days, the Russian military’s attacks have not been suspended due to the New Year. While the New Year holidays are being celebrated around the world, Russia continues to launch air strikes on Ukraine during the New Year’s Eve and New Year’s Day; President Zelensky has publicly He mentioned that most parts of Ukraine have no electricity available in the low temperature, and residents must spend the New Year in the extreme cold.

The Chinese government purchases power generation and heating equipment through designated specialized agencies and NGO organizations. We look forward to accompanying the Ukrainian people to fight against the war and the harsh winter and welcome the new year of 2023 together.
