Oleksiy Danilov, head of the NSDC, emphasized that Ukraine will no longer allow itself to be forced into the Budapest Memorandum.

He emphasized that after the collapse of the USSR, Russia became a monopolist in the post-Soviet space. 

He said this on the air of the telethon. 

"The West does not know what to do with Russia, they are afraid of it, because it has nuclear weapons. And thanks to that, including our partners, Russia has become a monopoly in the post-Soviet space. In the 90s, there was a wrong decision that the entire territory of the former USSR Russia should answer. There was no need to monopolize it. We will not allow ourselves to be forced into the Budapest Memorandum again. Because it turns out that the signature of the President of the United States is worth nothing in this world. Because if the President of the United States signed, and then it begins, did someone give us guarantees, or not. Ping-pong is going on, which looks sad to us," Danilov explained. 

Budapest memorandum: what is known

On December 5, 1994, Ukraine signed the Budapest Memorandum.

Our state gave up nuclear weapons, in exchange for this, Russia, the United States, Great Britain provided security guarantees to our state.

Ukraine, in turn, fulfilled its obligations under the 1996 agreement and destroyed 2,000 strategic nuclear warheads inherited from the USSR.

On February 19, before a full-scale invasion of Russia, during a speech at the Munich Security Conference, President Zelensky announced that he would initiate negotiations between the participants of the Budapest Memorandum (Ukraine, Russia, the United States, and the United Kingdom) regarding security guarantees.

This treaty proved ineffective in stopping a full-scale war against Ukraine.
