There is a specific selection of personnel in the apparatus of the National Security and Defense Council, so there was no panic in this structure on the morning of February 24, when the Russian Federation carried out a full-scale aggression in Ukraine.

Oleksiy Danilov, secretary of the National Security and Defense Council of Ukraine, told

"I don't want to reveal secrets, but a certain number of employees of the [NSDC] apparatus are people who have the rank of officers.

Therefore, there was no panic, everything was written down - who should do what," he explained.

According to him, after the full-scale invasion, a meeting of the NSDC was held in a short period of time, and then there was a report by Danilov in the Verkhovna Rada regarding the introduction of martial law. 

"All this was worked out in advance.

Everyone had an understanding of what to do and where to be at one or another period of time," he emphasized. 

The Secretary of the National Security Council noted that such a concept as a "negative scenario" of the development of events did not exist at all, each of the predicted scenarios was a reaction to one or another situation.

At the same time, in each of them it was assumed that the secretary of the National Security Council is in Kyiv, not in the same room with the president, in an area that allows communication with all members of the Headquarters and where there is communication.

Another nuance was that Danilov was "on the surface" all the time.

"I have never been in a bomb shelter for a personal reason - I have a disability, I am claustrophobic, I cannot be in closed underground bunkers," explained the secretary of the NSDC.  

We will remind, earlier Oleksiy Danilov said that the Ukrainian army will be on the territory of Russia if the defense of Ukraine requires it.
