, by his decree of December 29, actually legalized the confiscation of property of Ukrainians in the occupied territories.   

This is reported by analysts of the Institute for the Study of War (ISW).

"Vladimir Putin opened the door for further institutionalization of corruption through manipulation of Russia's domestic legal sphere. On December 29, he approved a decree exempting all Russian officials, including military and law enforcement officers, from the obligation to publish income declarations," the report says. 

The effect of the decree extends to military personnel, employees of internal affairs bodies, persons serving in the Russian Guard, employees of the penitentiary system and the investigative system, as well as persons in positions in the temporarily occupied Luhansk, Donetsk, Kherson and Zaporizhzhia regions. 

The decree also cancels the ban on servicemen receiving "charitable" gifts in connection with their participation in hostilities in Ukraine.

The Insider noted that this decree could actually allow Russian officials involved in the war to confiscate private property of Ukrainian residents of the occupied territories, as such property can be legally classified as "charitable gifts." 

Looting by the occupiers in Ukraine

Since the beginning of the offensive against Ukraine, the Russian military has been actively engaged in looting.

The Russians "liberate" Ukrainians from their property, even stealing toilets from their homes and underwear.

In November, the Ukrainian military found a KAMAZ abandoned by the Russians on one of the lines of hostilities.

The occupiers' truck was filled with ammunition and

household appliances stolen from Ukrainians. 

And in the liberated Kharkiv region, law enforcement officers found hiding places

where the occupiers kept looted property

- washing machines, televisions, coffee makers, toasters, carpets and many other household items and appliances. 

In the temporarily occupied settlements of the Kherson region, Russian soldiers

are engaged in drinking and looting
