[Reporter Hong Meixiu/Hsinchu Report] Residents complained about the ditch near the crossing of Puding 2nd Road and Ciyun Road in Hsinchu City, saying that they had received complaints from the public that there was a foul smell floating around. The stench leaked out, the Environmental Protection Agency not only required the industry to improve and issued fines, but also carried out ditch cleaning operations to reduce the stench.

The Environmental Protection Agency stated that since mid-November, it has received reports from the public, borough chiefs, and councilors that the ditch near the intersection of Puding 2nd Road and Ciyun Road will occasionally smell of water and fertilizer. The ditch has an intermittent smell of water and fertilizer. We will conduct another survey on December 7 and find that it is suspected to be a septic tank in the catering industry near Puding 2nd Road. Due to the large amount of water and fertilizer produced and the insufficient frequency of washing, the odor will affect the surrounding environment. The industry is required to carry out water and fertilizer removal and transportation.

The Environmental Protection Agency stated that after repeated investigations, in addition to requiring the restaurant operators to carry out water and fertilizer removal, it also determined that the septic tanks installed by the operators were not functioning well, causing pollutants to be discharged and affecting the gutters.

It has been dealt with in accordance with Article 27, Paragraph 2 of the Waste Disposal Act, and the operator has been informed that the septic tank should be cleaned regularly to avoid polluting the ditch and causing a poor environment.

The Environmental Protection Agency stated that in addition to asking the industry to improve, it also went to the area again today to clean the ditch with high-pressure water jets to reduce the continuous dispersal of water and fertilizer stench.
