Because the limestone geology of Dagang Mountain is used as raw material for cement production, Global Cement Co., Ltd. exploited Dagang Mountain for mining in the early years. On the mountainside and at the foot of the mountain, there were "Stone Tiger Boy" crushing machine rooms and rockfill yards. The machine room and rockfill yard were demolished in 1993. , the slope where a large amount of industrial waste was found this time is located next to the ring mud crushing machine room.

After the industrial waste was excavated, the Landlord’s State-Owned Property Administration’s Southern Sub-branch conducted an on-the-spot survey together with the personnel from Huanmu, but Huanni did not admit that the waste was its own, because Huanmu ended Dagangshan when the western mining rights expired in 1986. For mining operations, the National Finance Administration has no direct evidence to prove that the industrial waste unearthed was discarded and buried in ring mud, so it has to take responsibility for the removal. At present, it will first send personnel to cover it with plastic canvas, and will wait for the administrative procedures such as valuation to be completed before trying to remove dozens Tons of old garbage shipped down the mountain.

A resident surnamed Chen who lives at the foot of Dagang Mountain said that after the old cement mining area was greened and planted, it was turned into a Dagang Mountain Ecological Park. Before that, people and vehicles on the mountain were strictly controlled for decades, and only large trucks carrying ore from the ring mud were allowed on the mountain. Going down the mountain, the waste tires, inner tubes and iron barrels unearthed from large trucks are obviously garbage left over from Huanni 20 or 30 years ago. It is unreasonable for the whole people to pay for this bad debt!
