Sun Qingquan, the former director of sports in Beishi City, was involved in corruption. The High Court sentenced him to 4 years and 6 months in prison for corruption.

[Reporter Yang Guowen/Taipei Report] Sun Qingquan, the former director of the Sports Department of the Taipei City Government (now the restructured Sports Bureau), was accused of paying 20,000 yuan per day or 40,000 to 50,000 yuan per activity from 2010 to 2012. Accepting bribes from non-government groups, so that the operators can give priority to renting venues, and then sublet to other manufacturers for profit. It is suspected of "fake public welfare, real profit". It was sent back by the High Prosecutor's Office, and the Beijing Procuratorate re-investigated and prosecuted.

In the first instance, Sun was found to have received a total of 350,000 yuan in bribes, and Sun was sentenced to 8 years and 4 months for 10 corruption crimes of bribery and profit-seeking.

Sun Qingquan was originally the mayor of Da'an District in Taipei City. He served as a long-time Taipei City Chief under Hao Longbin.

Sun Qingquan was accused of taking advantage of the opportunity of non-governmental organizations to bid for sports activities, accepting bribes at a price of 40,000 to 50,000 yuan per game or 20,000 yuan per day, assisting the industry in obtaining the priority lease right of park land, and reducing or exempting rent and security deposits. After obtaining the right to use the venue, the stalls are then sublet for profit.

The Beijing Procuratorate determined that Sun was not suspected of committing a crime, so in August 2018, the prosecution imposed a non-prosecution sanction. The prosecution appealed for reconsideration in accordance with its authority. "Order" the Beijing Procuratorate to "directly" prosecute.

After another investigation by the Beijing Procuratorate, Sun was prosecuted according to the crimes of bribery and profiteering in the Corruption Regulations.

The Taipei District Court found that in order to solicit bribes, Sun had sent many text messages asking the informant to pay bribes, and was involved in 10 corruption crimes, receiving a total of 350,000 yuan in bribes. He was sentenced to 8 years and 4 months in prison and deprived of public rights for 6 years.

Sun refused to accept it and appealed to the High Court. The High Court now commuted the sentence to 4 years and 6 months in prison and deprivation of public rights for 3 years. He can still appeal.

Because of corruption, Sun was sentenced to 8 years in prison in the first instance and was suspended by the Taipei City Government in April.
