The reform of the field of urban planning caused a heated discussion, so it is a relevant and hot topic.

Oleksandr Kubrakov, the Deputy Prime Minister for Reconstruction of Ukraine, writes about this in his blog for "NV.Business".

"It was important to involve independent anti-corruption experts from the beginning, because the demand for bribes at all stages of the construction process gradually became the norm on the ground, which in turn contributed to illegal construction. Money was demanded for approval of town planning conditions, architectural design, construction supervision, connection to communications, etc. And, as a result, legal decisions were not always made,

In such conditions, both the developers and the local authorities felt great.

As a result, every city has "its" construction companies.

As the vice-prime minister noted, this is a closed club in which districts, plots, projects, and potential buyers are divided.

Ukrainian cities have turned into random buildings, where 2-story buildings border 25-story monsters that are connected to old sewage and electrical systems.

Often there are deceived investors who bought apartments in houses that were built illegally, residents of other houses who did not expect that some monster would appear near them.

Kubrakov emphasized that with the adoption of the urban planning reform, local authorities will have everything they need to stop illegal constructions and will be responsible for tacit approvals for the construction of "ghosts" that will never be put into operation or connected to the power grid.

"5655 gives additional powers to local self-government bodies. Together with the powers, they get an order on what to do with illegal construction, how to act with such an object, how to stop it. Now no one will be able to say: sorry, we have an illegal building here, which is being built in the central part of the city, and we cannot stop it, because we do not have the authority. That's all. There are authorities, there are tools, there is responsibility. And the issue of purchasing housing in illegal buildings will go down in history,"

The draft law creates conditions under which cities cannot do without a master plan.

Its absence allowed unscrupulous officials to grant construction permits anywhere.

But now, under the conditions of maximum transparency and public control, officials will not be able to let something slip past the eyes of the citizens.

"We consider the reform of the urban planning industry to be revolutionary. Everything that is currently happening on paper will happen in one IT system, every action or inaction of a participant in the construction process will be recorded in the system. And this is exactly what developers and local officials are afraid of As an example: it will be clearly visible when a building is built, but it is not put into operation and people who want to live in an apartment building are despised, and the developer is demanded a bribe for putting it into operation,

Bill 5655 aims to create a fair urban planning system opposed by the construction mafia.

"Now we have in our hands all the tools to change the existing mess. I officially invite the professional expert community to join the implementation of the reform, to work together with us on by-laws for the implementation of the law,"

Kubrakov concluded, adding that this should be done immediately
