Li Jiachao said that the central government in Beijing has agreed to gradually and orderly complete customs clearance. The Hong Kong SAR government will immediately contact the relevant departments in the mainland, including the Health Commission, the Hong Kong and Macao Affairs Office, the Guangdong Provincial Government and the Shenzhen Municipal Government, to seek a consensus and report to the central government for approval. The goal is to The China-Hong Kong border crossing will be fully reopened before mid-January next year.

Cross-border exchanges between China and Hong Kong were restricted after the outbreak of the Wuhan pneumonia epidemic in early 2020. Hong Kong people can only enter China through the Hong Kong Airport, or the Shenzhen Bay and the Hong Kong-Zhuhai-Macao Bridge. Border crossings are closed.

The two sides have tried to reopen cross-border ports several times in the past three years, but all of them were postponed due to the resurgence of the epidemic; now, as the Beijing authorities abandon the strict zero-clearance and control policy, cross-border exchanges between China and Hong Kong will also resume as usual.

Hong Kong media pointed out that preparations for the full reopening of border ports between the two places are already underway, including the deployment of thousands of Hong Kong customs, immigration officers and police.
