According to Stoltenberg, the Kremlin's invitation to the talks is nothing more than an attempt to buy time to prepare for new attacks.

The Secretary General emphasized that the Russian Federation has mobilized about 200,000 people in recent months, and is also trying to negotiate arms and ammunition with other authoritarian allies, such as Iran. 

The Secretary General of the Alliance also noted that Kyiv put forward the idea of ​​withdrawing troops before Christmas, but the Kremlin rejected the proposal. 

"Russia hopes to freeze the war in order to have time to regroup, rearm and try to resume the offensive. Ukrainian President Volodymyr Zelenskyy proposed that the Russian Federation begin withdrawing troops before Christmas as a first step towards ending the conflict, but Moscow sharply rejected this proposal. It was Putin who started the war, and he can complete it at least today by getting out of Ukraine. Now there are no signs that he really wants peace," Jens Stoltenberg noted.
